Dry Cake Eyeliner in Navy by Ella Blue

Not everyone enjoys using a pencil or liquid eyeliner. With cake eyeliner
you have more control over how it goes on. Once you have placed where
you like, as it dries it stays put till you remove it.
You apply it with a Mini Chisel Makeup Brush. You apply it by wetting the brush not the eyeliner.

A little goes a long long way. Navy helps brighten the eyes and makes blue eyes even bluer!
